Wl Trudy Cooper, wife of astronaut Gordon Cooper, waved the first planes off the runway Friday to start the 24th annual Powder Puff Derby. "Just being here gave me enough enthusiasm to want to try it myself sometime," Mrs. Cooper, the official starter, said later. She has been a private plane pilot since her college days at the University of Hawaii. The first of the 92 planes that took off in the handicap race to Bristol, was piloted by Marian Banks of San Diego, with Dotty Sanders, of Santee, co-pilot.

The fastest planes are expected to reach the finish line late today, but the first in are not necessarily the winners, the planes are handicapped according to horsepower. ONE WEEK ONLY! An interim mayor, Ernesto Perez Rul, was appointed by the governor of Baja California to serve two years from December, 1068, through November, 1970. When the appointment was made it was decided to hold a special election for mayor at the same time as a national election for president, July 5, 1970. When Gonzalez a named PRl's candidate for mayor three months ago PAN decided not to oppose Gonzalez. Leaders of the opposition party concede Pepe is just too popular to try to defeat, and anyway a year is "too short a time to accomplish anything worthwhile." But Gonzalez thinks he can do a lot for Tijuana in 12 months. "This city needs so much.

It's grown too fast. Streets Are Target "I am going to try to jam three years of work (the length of a normal term) into one." He wants to embark on a crash program to pave the dusty streets that checkerboard the hills of the city. Tijuana may be the largest city in the world with the fewest paved streets. Winter rains cascade down the dirt streets dumping a sea of mud into the downtown area. Gonzalez was born on the east coast in Vera Cruz.

His father was postmaster there at the time. The family moved to Tijuana in 1035 when Pepe was 13. "I have lived here 35 years. Tijuana had 10,000 people in 1035. It is 35 times as big as it was 35 years ago," he said.

In 1948 after working 12 years for an importer, Gonzalez decided to start his own business. He invested his life savings, $500 dollars, in a 12 by 15-foot stationery store in an alley off one of Tijuana's main streets. Today he owns and is open to the public could unravel the controversy surrounding her son's death. Smith added, "A grand jury investigation is by nature closed. What we want is an open investigation.

We want to know if the police were at fault or not. "We will not be satisfied with a grand jury investigation only. "We realize this request may be unusual and precedent-setting. But this is an unusual case and we think our request is proper." The attorney said he had started his own investigation into the shooting and, although not yet complete, his findings differed considerably from the police account. Mrs.

Amie then recounted the events of the morning when her son was killed. She denied vehemently that he was armed with a toy pistol or that the police gave any warning before shooting. The mother of an Army veteran who was fatally shot by police officers called Friday for an open inquiry into the circumstances surrounding her son's death. Wednesday Police Chief Edward M. Davis asked for a grand jury investigation into the June 20 shooting of Jerry Lee Amie, 24, in front of his home at 1336 W.

58th St. Davis asked Dist. Atty. Evelle J. Younger to have the grand jury look into the shooting to see if "any criminal acts occurred during the incident." During a news conference in front of her home Mrs.

Viola Amie, 48. told newsmen that she and other members of her family had been subpoenaed to appear before the grand jury July 8. Flanked bv attorney Mitchell B. Smith and other members of her family Mrs. Amie declared that only an investigation that Pepe Gonzalez Times phols operates three stationery stores in Tijuana and one in Mexicali and has 70 employes.

Gonzales and his wife, Amparo, a former schoolteacher, have a son Jose, 16, and a daughter Corina, 11. Why does he want to be mayor? "This city has given me everything I have, everything I am," he said. "I feel I owe the city something in return. I want to do the best I can to make this a better place to live." Phone Rate Hike Wins Support A State Public Utilities Commission staff engineer recommended Friday that General Telephone Co. be allowed to receive 75 of a $4.4 million rate increase.

The engineer, Tibor I. Toczauer, reported at a PUC hearing that General has improved the quality of its service in the northeast San Fernando Valley, Santa Monica and the South Bay, Long Beach, and the eastern San Gabriel Valley sufficiently to be entitled to the bulk of the rate increase. A year ago PUC withheld the $4.4 million income increase pending action by General Telephone to improve the quality of its service. 2 Young Men Named to Reagan Education Staff Timesman Los Angeles Times photographer Steve Fontanini was honored Friday by the National Press Photographers Assn. for his dedication and outstanding contributions to the organization.

Fontanini. a regional director for the association, was awarded a citation at the press photographers annual convention held at the Los Angeles Hilton. Also honored was Murray L. Becker, chief photographer of the Associated Press in New York City, who received the Joseph A. Sprague Award in recognition of his 43 years as a press photographer.

Dr. Frank Stanton, president of Columbia Broadcasting System, was honored for his "forthright and courageous actions to protect the people's right to know and the media's right to report." Frank Angelo, managing editor of the Detroit Free Press, gave the keynote speech and discussed the right of reporters and photographers to keep the identity of sources confidential. TRIAL Continued from First Page Robert Harris, who posed as corrupt officers during the year-long investigation. Fong is accused of paying $000 a week to protect alleged gambling at the Modern Cafe, 960 S. San Pedro the only one of the casinos not located in the Chinatown area.

Ackerman said, however, that the evidence contradicted Fong's participation in the conspiracy, but that it did indicate he operated for his own purposes. The defense attorneys argued that there is no evidence of any criminal conspiracy and that the defendants were victims of illegal entrapment by the police. venson's attorney, Douglas R. Dalton, described it as "a classic case of entrapment" and Luke McKissack, who is defending Henry Shear Chung, said the police officers, themselves, created the bribery situation by putting out the word that gambling- would be permitted in Chinatown on a major scale with immunity to anyone who paid bribes to them and then they arrested those who participated. Denies Conspiracy Dalton said the prosecution case is a "hodgepodge" of evidence with no competent showing that Stevenson conspired with anyone to violate any laws.

"Just because one aids and abets a group of people does not make him part of any conspiracy," Dalton said, asserting that Stevenson was merely attempting to keep his constituents (Chinatown is in his district) from being harassed by the police. Dep. Dist. Atty. Charles Sheldon, who argued against the dismissal of any of the charges, described Stevenson as one of the most cautious of the defendants, but said that he showed knowledge of the conspiracy through his communication with a police inspector he was led to believe was corrupt.

Sheldon met the entrapment issue this way: Where a defendant has a preexisting criminal intent, the fact that he was solicited by a decoy (the officers) to commit a crime does not amount to entrapment. Firemen in Ohio End 3-Day Strike NEWARK, Ohio (UPI) City officials and striking firemen agreed Friday to submit their contract dispute to binding arbitration, ending a three-day walkout that left the community with inadequate fire protection. Mayor James H. Alexander said a three-member panel would arbitrate the dispute over wages and hours. He said the 58 striking firemen would be granted amnesty for their walkout The firemen now earn a $6,500 starting salary.

Police have issued an all-points bulletin for Harper's roommate, Bruce M. Tyler, 21. There is no warrant or complaint against Tyler, police said. We haven't been able to find anyone who knows much about Harper," a Compton detective said.

"He apparently stayed pretty much to himself." Police intelligence files show no reference to Harper. His name is not included in the thick dossiers on the Black Panthers. Officers say they have found his name connected with only one organization, the Black Stu voice of youth into the councils of government," Reagan said, "as well as providing them with a keener insight into how government works." The governor said Hunt would work with college students body officials while Baker would work with student groups on community projects. Hunt attended the University of Cincinnati and California State College, Long Beach. He has served as a staff assistant to the legislature's Joint Committee on Higher Education.

Baker was graduated from Stanford in December. BOMBING dents Assn. at Compton College, where he has been at least a part-lime student since 1963. When he was about 100 feet from the front door the nearest entrance the bomb exploded. Later, officers found the remains of an attache case which apparently contained the bomb.
