Santa Maria-San Luis Obispo Coastal Area: Slightly warmer with high today 70 to 80. Westerly winds 8 to 18 knots in afternoon. Northern Arizona: Partly cloudy Today and Sunday. Scattered afternoon and nighttime thundershowers mostly in mountain sections. Little change in temperatures.

Southern Arizona: Fair in west portion to partly cloudy in east portion and little change in temperatures today through Sunday with widely scattered afternoon and evening thundershowers in eastern mountain sections. Southern Nevada: Mostly sunny today and Sunday but increasing cloudiness. Chance of few scattered thunderstorms Sunday mostly in vicinity of mountains. Continued warm. COASTAL WEATHER Cape Blanco to Point Conception: Northwest winds 12 25 knots today and Sunday.

Mostly fair but patches of morning fog. Point Conception to Mexican Border: Light variable winds becoming westerly to 20 knots in afternoons today and -Sunday. Mostly sunny both days but some early morning low clouds from about Long Beach area southward. Slightly cooler Sunday. WESTERN WEATHER SUMMARY Generally fair weather prevailed in the Pacific Coast States Friday except for few scattered showers in Washington.

A low pressure center of 1010 millibars was located in the desert of Southern California. A high pressure center of 1030 millibars was located near 39 138 and becoming nearly stationary. A pressure ridge extended westward across the Pacific at about 35 and another ridge extended into the North Pacific Coast State. A small tornado hit northern submillibars was nearly stationary in the Western Gulf of Alaska. NATIONAL WEATHER SUMMARY Another showery day visited the Rocky Mountain, Gulf and Southeastern States of the country as scattered showers and thundershowers developed rapidly during the afternoon and evening Friday.

A fairly solid band of activity occurred in the vicinity of a stationary frontal zone stretching across the Carolinas and westward to the Texas Panhandle while a potent line of thunderstorms formed in association with 8 disturbance traveling slowly northeastward through New York State. A smal Itornado hit northern suburbs of Buffalo, N. during the afternoon. In the village of Kenmore, it wrecked garages, caused damage to other buildings and knocked down trees. Away from the precipitation areas, skies became clear to partly cloudy.

This was particularly the case west of the Rockies and also over the northcentral part of the nation where large fair weather high pressure system protruded down from Station- Max. Min. Ralph Benson on an indictment of conspiracy and solicitation perjury in connection with alleged illegal placement of babies with foster parents. Testimony is expected to begin Monday in Superior Judge Herbert V. Walker's court. The way was cleared for the trial when the State Supreme Court last Wednesday declined to halt the proceedings. Three other lawyers Anthony Carsola, Joseph Wank and Herbert Gelfand are to be tried on similar counts July 19 in the same court.

The indictments followed testimony by state and local authorities that the group had made a business of obtaining unwanted babies from unwed mothers and placing them, mostly in distant states, with foster parents who paid as high as $7,500 in legal and medical charges. Judge Commits Extort Suspect A 36-year-old pilot and airplane mechanic accused of writing an extortion letter was committed Friday to a federal institution by U.S. Judge Harry C. Westover for a 90-day observation period. Ultimate sentencing of Richard W. Martin of Sapphire Balboa, for the crime to which he pleaded guilty, the judge indicated, will depend upon the report of psychiatrists followobservation.

Martin admitted writing a letter to John Henry Porter 16 port Beach, threatening harm to Porter's children and demanding $10,000, J. Brin Schulman, assistant U.S. attorney, said. Dog That Bit Girl, 2, Sought Mrs. Victor Allen, mother of 2-year-old Penny Lee, 3302.

Chapman asked for help Friday, in finding a black and white Pekingese male dog that bit her daughter June 29 on the head and hand. The mother said that her daughter reacted violently to a Pasteur treatment and that if the dog can be located, additional treatments may be avoided.
