The unit, originally built to provide dental care to physically impaired per- sons, was" bought at auction and refurbished at a cost of $10,000 by the Rotary Club, according to the Rev. Everett Curry a club official.

"It probably is worth twice that amount," he said. The college will use the unit in cooperation with the Los Angeles Area Council of National Voluntary Health Agencies to meet patient needs and for training programs. Casa Loma College, 12502 Van Nuys conducts health care classes in the paramedical fields for disadvantaged persons in the Northeast Valley. r. The two councilmen, whose districts meet at Ventura reflected their differing philosophies during City Council debate on a proposed ordinance which would freeze zoning for two-year periods. The issue finally was sent to the Planning Commission by a 10 4 vote.

Braude said, "The whole question of credibility about planning in the public's mind is predictability. This is an attempt to give that credibility and we ought to get on with it." 1 Lorenzen said he could not vote for any such freeze because it interferes with an owner's right to develop his property if it has apartment or commercial potential. It also would doom the chances of getting land use plans through in those communities still without them, he added. Gilbert asked for the study to establish guiding principles for cities to cope with urban problems, including environmental conditions, as a preliminary step toward adoption of a national policy. "In the next 10 years we will be building in this country six million homes and I hope we will not make the same mistakes that we did in the past in regard to open space, population density and parks and recreation," Gilbert said upon his return from the league's annual convention in Atlanta, Ga. The league will vote on the study at its next annual meeting and if it is approved will ask Congress and the president to create a national urban policy. Urban Crisis Gilbert's resolution said: "It is well recognized that there is an urban crisis in our country with all its ramifications including environmental problems and these problems cannot be solved by state or local governments acting alone." The resolution authorized the establishment of criteria for the building and rebuilding of cities including population density, the amount of open space, the setting of acreage per capita which should be set aside for parks and recreational areas, location of schools and transportation systems.
