DA Drops Charges Against Ex-Officer BT TOM GORMAN Tlnrn Staff Writer COMPTON With the District Attorney's Office deciding this week not to file charges against him, Saul Lankster says nearly a year of "torture" has ended.

It was in January when Lankster first got word of an investigation within the Compton Police Department into whether the nine-year department veteran used "excessive and unnecessary force" against four teen-age prisoners held inthejaiL The District Attorney's Office spent six months investigating the charges at the department's request and last week presented its case to the county Grand Jury for possible indictment Last Thursday the Grand Jury decided not to render an indictment and Tuesday Dep. Dist. Atty. Steve Plumer announced the department decided to drop the matter. And although he was fired from the department last week for a different reason, Lankster says he is relieved and feels vindicated following the announcement Tuesday.

"It has been a very difficult year for me and my family," Lankster said. 'Although I knew I was innocent, I had hoped that the investigation would not linger as long as it did. Tm glad and I thank God that the Grand Jury and the DA's of fice exercised a sense of fairness." Lankster has, meanwhile, filed an appeal to the city's Personnel Board challenging his discharge last week from the Police Department Lankster, a member of the Compton Unified School District Board of Trustees, was accused by Police Chief Joseph Rouzan of submitting false overtime-pay requests on four different occasions when Lankster contended he was appearing in court during his off-time. Rouzan said an audit of overtime pay requests showed that Lankster was not subpoenaed nor asked to appear in court on those occasions. The charges against Lankster, 39, amounted to theft of public funds and falsification of police records.

The Personnel Board may consider Lanksters request for a hearing when it meets Thursday, Nov. 17, a spokesman said.
