Commerce initiated its summons after meeting with the deputies who police the city under a contract with the Los Angeles Sheriffs Department. The deputies, themselves frustrated and angry, asked that a higher level, in this case city government, make some effort to reverse the criminal tide. Nobody knew what to expect from the 1,400 mailings, but at least something is happening in Commerce.

The most significant action, City Administrator Robert Hinderlitcr said, is council approval of a public safety officer, expected to be hired in February. With him, a pilot project will be initiated if grant monies can be found for a Witness Aid Project that has begun in other areas. Hinderlitcr described it as "a program to make the legal process a tolerable one for witnesses and victims." It would involve neighboring cities. "And we got a lot of people to think about criminal justice, to get more word to legislators," the administrator said. Sheriff's Sgt.

Robert Martinez said that locally, citizens are calling in more frequently as informants, indicating their willingness to participate in crime prevention. The city has presented commendations to these people, quietly in their homes so as not to bring attention that could result in retribution. For law enforcement personnel, Martinez said, response to the "Summons to Action" is "morally uplifting." K. Los Angeles County Supervisor Ed Edclman said juveniles who need only minor correction "are dealt with in an unduly harsh manner" because of policing and probation officer shortages, while "on the other hand, a number of very hardened and incorrigible criminals do not receive sufficiently harsh penalties." Edclman, acknowledging society's lack of overall wisdom in dealing with the broad scope of human conduct, asked that people "step forward with specific ideas which will steer us to a more sensible course in administering the criminal justice system." One of Commerce's prized responses came from Pearce Young, supervising judge of the Superior Court, West District. He wrote: "What you wisely suggest is a complete overhaul of our criminal justice system which, in truth, is not really a system at all but rather a group of autonomous agencies, each motivated by its own philosophical and sociological goals.

I refer specifically to judges, police departments, prosecutors, public defenders, probation departments and prison officials. "We might add to that list those governmental agencies which have poured vast amounts of the taxpayers' monies into ill-conceived projects to fight crime." Young was one of the few with suggestions for future action. He proposed demanding complete revision of the criminal justice system through the Legislature and "that you insist that all agencies of the criminal justice system resolve their differences and define their common goals." The expected result is a projected increase in sales tax revenue based on car sales from about $160,000 last year to as much as $500,000 a year when the project is completed. Parker says he is especially pleased with the project because it does not utilize any federal funds "which are here today, gone tomorrow." But Parker is critical of previous administrations for moving ahead with plans to redevelop the stagnating downtown business section as a shopping mall. "We've got shelves of studies on how-to build the mall," he said once, "but nobody has ever looked into whether there are any developers willing to move into the mall once it's there." "We still have to deal with downtown. But we should look instead at rehabilitating it, not tearing it down. We have a new courthouse being built, so let's have the downtown ready for it.

"His influence shows in the support the council has given him on some pretty controversial matters. "He's got the guts there's no question about that. He's a very strong manager when it comes to that." Self-confidence has always been one of Parker's traits, say those who knew him during his 72-year tenure in South El Monte and before that in Garden Grove, where he was a budget analyst. And Parker is the first to admit he is headstrong and self-assured. "There's no way I can divorce my personality from my job." Parker says.

"I've always been aggressive." And that, he says, is one reason he took the Compton job, being selected over 80 other applicants. "I knew I wanted it as soon as I saw it. I had no management help." He quickly hired Howard Bell, the city manager of El Mirage, to become the assistant city manager. And by design, Bell has handled most of the day-to-day operations. In fact, said one high-level staff member, Parker has not held any staff meetings with all the department heads at one time. Also counted by Parker as among his major achievements is the resignation of Police Chief Cochee, a politically savvy man in his own right, who successfully gathered community support when he was fired last year by then-acting city manager Daniel j. Lim. The city's Personnel Board overturned Lim's action and Cochee was reinstated. But in the following months, strife within the racially split Police Department continued to build and most rank-and-file officers, both black and white, said Cochee's administrative deficiencies were the source of the friction. filed a lawsuit against both Cochee and Personnel Director James Lynch for alleged discrimination against whites seeking promotion in the department. Parker put Cochee on notice that he was not satisfied with the chiefs performance and within weeks Cochee, the man who successfully contested his firing just a few months before, resigned to Parker's pressure and quit. The lawsuit was dropped and Compton's new police chief. Joe Rouzan, won the support of the department's men and women virtually overnight. Morale reportedly has never been higher.

Rouzan himself admits he would not have accepted the Compton post, leaving 21 years of service with the LAPD, if it had not been for Parker being the city manager. "He pledged his support to me," Rouzan said. Recruiting top management people to Compton is a Parker obsession. And despite pressure by local people that he hire Compton residents for city posts, Parker has looked elsew here for the expertise he says is needed here. Bell came from Arizona.
