The board's decision Sunday to order Cochee's immediate reinstatement, many persons thought, effectively put an end to the issue. Cochee said Monday he was "generally pleased" with the outcome, and pledged to "cooperate" with his superiors, "whomever they may be." But Cochee was not to return to the chiefs office until Wednesday morning. Lim said he could not return Cochee to his office Monday morning since he had not received the board's official "findings of fact and conclusions of law." Personnel Board Chairman Maxcy Filer personally delivered that notice to Lim shortly after noon Monday. Lim attempted for several hours to reach Blair for a legal opinion of the order, and late Monday afternoon Blair arrived in Lim's office to review the board's decision.

Blair met privately for two hours with Ira Kaufman, who had been contracted by the city to handle the case apparently to consider whether the city should seek court action to block the Personnel Board's decision. Blair announced he was going to file the writ at 2 p.m. Tuesday, and advised Lim not to reinstate Cochee Tuesday morning pending that court actioa Wyatt then left the meeting, threatening to file his own writ to force Cochee's reinstatement on the grounds that Lim could not disobey the board's order.

Blair then left the room himself, talked to Wyatf in a hallway and returned to Lim's office, advising the city manager to reinstate Cochee Tuesday morning "pending the outcome of the writ" Cochee met Lim Tuesday morning in what Lim termed a "conciliatory meeting," when reportedly the two mutually agreed that Cochee should "take the day off" with pay until the court decided on the request by the city for a writ. Both Wyatt and Cochee arrived in court at 2 p.m. to hear the matter, but were told by a Compton deputy city attorney, there for another case, that Blair was unable to meet the 2 p.m. deadline. A disgruntled group of Cochee supporters appeared at Tuesday's City Council meeting, demanding the council members fire Lim and pressing both Lim and Blair to determine which man sought the writ Blair, describing his meeting with Kaufman, Lim and Wyatt the night before, told the audience it was his "duty to uphold the city charter," and that he advised Lim to reinstate Cochee Tuesday morning.

Blair did not indicate at the council meeting that he had originally advised Lim Monday night not to reinstate the chief. Asked who made the decision to file the writ Blair stated and repeated several times that the decision "was made after a discussion with the city manager," leaving the question unanswered as to whether Lim had asked that a writ be sought Such a request by Lim would have been in violation of the city charter a point the audience used in its criticism of Lim. Only after continual pressure from Mayor Davis did Blair finally state that "I informed him (Lim) that I thought there were grounds for a writ" Lim, appearing to become increasingly frustrated with Blair's responses to the question and in a move to defend himself, stated there were witnesses to that Monday night meeting who could verify the fact that he did not ask that a writ be filed. Members of the audience, parading up to the podium one by one, grew more critical of Blair's handling of the Cochee matter, including his hiring of Kaufman, previously a private attorney, to serve as the city's primary attorney before the Personnel Board. Said Charles DeCosta: "Why didnt Blair handle the case, or one of his two deputies? Why did somebody here take our money and throw it down the drain (in hiring a private attorney)?" Blair acknowledged he "didnt personally take a part (in the case) at the podium, but I did a great deal of backup work." Another person asked Blair "Why weren't you up front, defending the city?" Blair didn't respond.

Councilman Russell Woolfolk said he was concerned about Blair's performance as the city's chief legal counsel.
