The City Council today faced the -dilemma of calling a special election within. 25 days or of passing an initiative ordinance within 20 days following certification of a petition authorizing the city to enter into an agreement with the State for routing of the Ra-mona Freeway north of the Los Angeles County grounds. The petition, filed by the citizens committee opposing the State engineer's proposed freeway south of Ganesha Park, contains a total of 2933 names, of. which 2238 were certified as registered voters.

The Fequired number of qualified electors is 1649, or 15 per cent of registered voters at the last general municipal election. An agreement by the City issue for additional water sup in the water distribution sys of the City Water Commission told Councilmen that either a voluntary water conservation program or a rationing program will have to be resorted to if there are no rains soon. Without rain, he said, there is only enough water to run the city until April. It is time the city put a stop to waste of water, he said Earlier the Council had worked out the new. plan with the Water Commission. Of the $2,000,000 total, $500,000 will be added to a $600,000 bond Issue which already has approval of the voters.

18. A long-range Improvement pro gram which was tabled during the war willbe revived here early next month in the beauti-fication and widening of Hermo sa this community's main thoroughfare. The project, which includes improvement of the former Pacific Electric Railway right of way, will provide additional parking space in the downtown section, a landscaped center strip and widened traffic lanes extending from the south to the north city limits. Contract for the improvement has been awarded the McClain Construction Co. on a low bid of $69,849, of which $29,000 is furnished by the State from gasoline tax funds.

Youth, 14, Killed in Desert Crash SAN GABRIEL, Dec. 18 One San Gabriel youth was dead today and another injured as the result of a crash last night in which the car they were riding overturned on a desert highway near Victorville. The Fullerton Junior College Veterans Club has $3500 worth of toys to be distributed among 300 children from Fullerton, Placentia, Yorba Linda and La Habra at a party in the college gymnasium next Tuesday.

The party is to be the culmination of two months' work by the club, in which time members col lected the veterans' toy pile. Many of the toys are secondhand and were donated by resi dents of the community. Others were contributed by local stores and approximately $900 worth pf them are new toys which townspeople gave to see a wheel chair basketball game between tne uirmmgnam veterans hos pital and an all-star team. A Costa Mesa manufacturing concern donated 15 dozen brand new toys to make the pile grow. Used toys were repaired in the college industrial arts shop which school authorities turned over to the club for the refurbishing work.

It took approximately 500 man-hours to put all of the toys into first-class condition. Traffic Takes Three Lives The Los Angeles County traffic toil was raised to 823 yesterday when three more deaths were recorded. Daniel Reagan, 72, of 1902 San Julian was killed at Santa Anita Ave. near Huntington Drive, Arcadia, when he was struck by an automobile driven by George H. Buck, 23145 Baldwin Arcadia.

Buck was not held. Joseph F. Maloney, 72, died at his home, 1336 Yosemite Drive, of injuries received when he was hit by an automobile Dec, 2 at Ave. 21 and Pasadena Ave. The driver of the car was Mrs.

Bonnie Adams, 32, of 300 Hudson Pasadena. Wilbur T. Simons, 74, 8025 Hooper was killed when the automobile he was driving collided with a truck at E. 95th St. and Central Ave.

The truck was driven by Robert Terry. 26, of 933 -E. 29th who was not neid. Roach Daughter Married to Actor Margaret Roach, 24-yearold actress-daughter of Producer Hal Roach, and Robert Livingston Randall, writer and actor, last night were married at the Roach home, 610 N. Beverly Drive, Beverly Hills.

Judge Charles J. Griffin of Beverly Hills performed the ceremony, which was followed by a reception at the home. It was the second marriage for each. Randall, 36, is the son of Mrs. Clarence Randall Meyers.

COMPTON 'POLICE ASK FIVE-DAY WEEK COMPTON, Dec. 18. A five-day week for all city police officers, now on 48-hour duty, and overtime for all time over 40 hours is asked in a petition filed with the City Council by Chief of Police Thomas J. Potter. The petition points out that all other city employees are on the five-day week.

This city on New Year's Eve will join with -Newport Beach in. a com bined celebration, it was announced today by officials of the Santa Ana Junior Chamber of Commerce. Mayors of both cities have agreed that a ballroom at Balboa Ann Kolbe shall become a part of Santa Ana for the evening following stag ing of the "Santa Annual Frolic" here earlier. Plans are being completed for a huge street parade featuring mainly grotesque figures and floats, with a large portion of the anticipated throng of 100, 000 expected to attend the beach dance afterward.
