He found a superpolluter right in our own backyard. It's the White Point sewage plant, a Palos Verdes facility operated by the L.A. County Sanitation District. It dumps 375 million gallons of mostly unmentionable stuff into the ocean, five miles offshore, every day. What goes off that plant, Simmons says, is worse that what comes in.

The sea change does the mixture no good. And what comes in aside from the unmentionablesincludes the industrial waste from 27,000 manufacturing plants. This witches' brew includes such intriguing poisons as arsenic, cyanide, mercury and presumably some bits of old lace. If Alfred Hitchcock won't buy it for a movie, we taxpayers are going to have to clean it up at an estimated cost of $300 million. $6,000 a Day Penalty That's a state order.

And if we don't have a cleanup plan by January, we may have to pay a penalty. The penalty could be a fine of $6,000 a da'. It would be paid by the Sanitation District, which means us taxpayers. But the Godfather, whose name is the State Water Quality Control Board, has a better punishment. Because everything we build uses a sewer, the Godfather can forbid the building of anything in Los Angeles homes, office buildings, anything! That, of course, will never happen.

Land developers and real estate salesmen would kill the politicians, in a mass ceremony at the Civic Center, before they'd let anything so reasonable be voted into effect. Unfortunately, this is a story that's hard to film. It illustrates a problem that's becoming tougher for TV every day. KNXT commissioned Dr. Lee Tepley, a scientist and scuba cameraman from Falo Alto, to shoot underwater film of the lush kelp forests off Catalina and what Simmons calls the "undersea desert" off Palos Verdes.

OK, but we've seen it all before. Film of grotesque specimens of fish is included, but even Simmons admits that this is not scientific evidence. Not a Picture Story And there is no way to film what the Sanitary District's ocean brew of chemicals and filth does to us when the tide comes in. More and more, the news story is a kind of story that can't be captured on film. It's not a picture story.

The action is no longer on the street, where we filmed it in the 1960s. It's in the board rooms, the smoke-filled rooms where decision makers gather to make decisions, the secret places to which TV is never admitted. And even if they let the cameras in, what's to film? How do you film a man making up his mind? How do you film irony? Simmons told me at midweek that we created this new problem by cleaning up Los Angeles harbor. Most of the stuff that used to be dumped into Dominguez channel, to pollute the harbor, now goes into the White Point sewage line to pollute the ocean. How do you film that change? All we've done is sweep the problem under the rug.

And there's no way to film the process. Today everything retreats from the camera, everybody hides. But the problem is important, and whatever it is good reporters find it, and find a way of reporting it. That's what Simmons keeps doing in his specialized way. Besides journalism, he has studied animal husbandry and earth sciences.
